Baltimore Hates Single Cigar Sales!

Baltimore Health Commissioner Joshua Sharfstein is quoted as saying “These cigars pose every bit of the risk that cigarettes do”. How did this guy get in charge of the health department? Perhaps he is just another political do-gooder or is he just mis-informed, or is he just feeding the residents of Baltimore a pile of you know what?
What Joshua and the mayor of Baltimore are proposing is to create the act of selling a single cigar a misdemeanor crime with a fine of up to $1,000. They want to ban the sale of single cigars and want only cigars to be sold in units of 5 or greater. In other words, they want to criminalize the selling of single cigars in Baltimore. The idea is that the sale of single cigars is attractive to minors (really?) and they do not have the Surgeons General warning on them.
Of course, this same issue was brought up in the state government earlier and was soundly defeated.
